The Measure U Citizens’ Oversight Committee ensures transparency and oversight of the revenue generated by and expenses made in relation to Measure U2012 adopted by the electorate on June 5, 2012, and ratified as Ordinance No. 2012-11, and Measure U2018 approved by the electorate on November 6, 2018, and ratified by Ordinance 2018-07. The Committee’s duties consist of reviewing the annual independent financial audit (performed by an independent auditor on the Measure U-generated revenues and expenses during the previous fiscal year), as well as reviewing any other City financial reports necessary to advise the City Council of its findings. The Committee’s findings are presented annually in a written report to the City Council during the first quarter of the calendar year, which will be based on the previous fiscal year ending June 30th.

Board Information

The Oversight Committee meets annually on the 4th Monday of January at 5:30 p.m. in the City Hall Council Chambers, and as needed. 

Five Committee Members are appointed by individual Councilmembers, and confirmed by the City Council to serve four-year terms and/or coterminous with the nominating Councilmember's term. 

Measure U Citizens' Oversight Committee Members are required to file Statements of Economic Interests pursuant to the City of Santa Maria's Conflict of Interest Code with full disclosure of personal income, assets, and business interests. All Statements of Economic Interests (Form 700) are required to be filed online upon assuming and leaving office, and annually. All filings are available for public inspection upon request. California Senate Bill 827 (SB 827) (every 2 years) - Signed into law on October 11, 2025, expands AB 1234 Ethics Training, now requires local agency officials and senior-level staff to complete mandatory fiscal and financial training to be taken every two (2) years.  Effective January 1, 2026. Officials who commence service on or after January 1, 2026, to receive their initial training within 6 months of commencing service. This training may be accomplished online through a training portal provided by the Human Resources Office staff.  

AB 1234 Ethics Training (every 2 years) - All elected members and City of Santa Maria Boards/Commissions/Committees are required to complete this training very two (2) years. This training may be accomplished online through a training portal provided by the Human Resources Office staff.  

Anti-Harassment Training (every 2 years) - All elected members and City of Santa Maria Boards/Commissions/Committees are required to complete this trainning every two (2) years. This training may be accomplished online through a training portal provided by the Human Resources and Clerk's Office staff.
